Geomorfologický celek v jižní a jihovýchodní části Karlovarské vrchoviny tvořící plochou vrchovinu. Celková rozloha tohoto celku činí 703,87 km2, střední výška dosahuje 627,3 m a nejvyšším vrcholem je Podhorní vrch (847,2 m). Jeho sousedy jsou Slavkovský les na severu, Doupovské hory na severovýchodě, Rakovnická pahorkatina na východě, Plaská pahorkatina na jihu a Podčeskoleská pahorkatina na západě.
Hydrologicky náleží toto území do podoví Mže, Střely a Teplé. Geologicky je tvořena převážně krystalickými břidlicemi, žulami a neovulkanity.
